Senator Mike Gravel's universal single-payer "Health Care Voucher Plan" would do the following:
- Issue vouchers to every American - free of cost
- Require Americans to sign up for vouchers once a year
- Provide Amercians with vouchers, which would have a very modest co-pay and deductible. Vouchers would provide Americans with the same product. If an individual wants additional products or services, then they will have to pay for it themselves.
- Allow Americans the opportunity of choice - doctors, hospitals, and maybe no more than five or six insurance plans.
- Set up risk on an individual basis.
