The following summary was derived from information released during the New Leadership on Health Care: A Presidential Forum, Co-sponsored by the Center for American Progress Action Fund and Service Employees International Union:

Senator Mike Gravel's universal single-payer "Health Care Voucher Plan" would do the following:

  1. Issue vouchers to every American - free of cost
  2. Require Americans to sign up for vouchers once a year
  3. Provide Amercians with vouchers, which would have a very modest co-pay and deductible. Vouchers would provide Americans with the same product. If an individual wants additional products or services, then they will have to pay for it themselves.
  4. Allow Americans the opportunity of choice - doctors, hospitals, and maybe no more than five or six insurance plans.
  5. Set up risk on an individual basis.
