AFL-CIO's plan would achieve universal coverage by expanding Medicare. The plan would:
- Provide Americans with comprehensive, affordable coverage
- Allow unions and employers to continue to play a role and retain the ability to supplement coverage
- Allow individuals the ability to select their own doctors and other health care providers
- Finance the healthcare system through shared responsibility
- Create a “level playing field” for all businessess
- Establish cost-control measures, such as requiring information on provider performance and enhancing efficiency
- Invest in systems and technology to reduce medical errors and costs, streamline administration and promote best practices
