Vincent FrakesAreas of Expertise: Healthcare Reform; The Patient Protection and Affordable Care Act; Regulatory Process; Employer Issues; Healthcare Fraud
Vincent Frakes spends his days analyzing the impact of federal health legislation and regulation to develop sound policy. As federal policy director at the Center for Health Transformation, Frakes knows how the big picture impacts each level from the provider to the patient. Frakes also directs the Center’s Employer Project, where he works to find ways to prevent fraud and abuse from taking more money out of taxpayers’ pockets. He testified before Congress about healthcare fraud and works hands-on with Congressional leaders to reform the system.


If there is one person who can break through the political jargon of the Patient Protection and Affordable Care Act, Frakes is your man. Frakes draws from his experience as a member of the Government Relations and Public Policy team at the D.C. Chamber of Commerce, where he focused on legislation and policy analysis. On Capitol Hill, Frakes worked for the U.S. House Committee on Ways and Means. In addition to government, Frakes worked for a large pharmaceutical-sponsored prescription savings.

Frakes has a law degree from American University, along with degrees from American and the University of California at Santa Barbara. As a resident of Washington, D.C., Frakes is able to be in the center of the action at all times.

Laura Linn

Laura LinnAreas of Expertise: Hospitals and Health Systems; Diabetes; Obesity; Community Health Issues
Laura Linn’s experience in clinical nursing, medical technology and education have benefited the Center for Health Transformation since its inception. As vice president, she directs the Georgia Project, which works with government and private sector leaders to transform healthcare policies, technology and solutions. The end goal is to save money while saving lives, and be a model for other states.


She also co-leads the Center’s 21st Century Intelligent Health System Project, a project to work collaboratively with health systems to address various policy and system changes that will create an high quality, high reliability, effective, and efficient health delivery system.

Linn draws upon her 15-plus years experience in medical IT fields, critical care nursing and education. Her previous service as a clinical nurse specialist shows every day in her commitment to excellent care. Her technological skills have helped develop tools for educating nurses on the application of complex medical electronics. A Roswell, Ga., resident, Linn has master’s degree in nursing from Emory University, as well as bachelor degree in nursing from the University of Illinois Chicago, and a post-graduate certificate in nursing informatics from Duke University.

Wayne OliverAreas of Expertise: Healthcare Reform; FDA Reform; Pharmacy Issues; Health Justice and Medical Malpractice Reform; Healthcare Information Technology
Whether reforming the FDA or bringing more technology to healthcare, Vice President Wayne Oliver uses his experience as a lobbyist to advocate for a better system for patients and taxpayers. His expertise is the driving force behind several of the Center for Health Transformation’s leading initiatives, including Health Justice, FDA Modernization, Right to Know and the 21st Century Intelligent Pharmacy projects. He also is intimately involved with the Center’s Georgia Project, a statewide program geared to transform healthcare policies through government and private sector partnerships.


Oliver, who has been published in the Chicago Tribune, Philadelphia Inquirer, Atlanta Journal-Constitution, Forbes, among other publications, draws upon his 19 years working as lead lobbyist and chief spokesperson for the Georgia Pharmacy Association. He also served as the managing editor of the Georgia Pharmacy Journal. He serves on the Georgia Commission on Men’s Health and is involved with the Georgia Chamber of Commerce’s governmental affairs Committee. Oliver has a law and undergraduate degrees from Mercer University. Oliver, his wife and their two sons reside in Marietta, Ga.
